Make Your Own PC-Cards:

The problem with developing hardware for handheld computers is that most electronics supply companies don't have the pieces needed to build experimental prototypes. One manufacturer has a single piece stainless steel shell for PCMCIA cards. I don't know if they will sell in small enough quantities for small project prototyping, but if you know an electronics company you can order through who might be willing to pick up the rest of a quantity order, it might be worth trying.
