The supplies that you
need are any kind of plain candle holder, or make one if you wish; the
colored glass pebbles that are normally used in flower arrangements (I
especially like the ones that have an iridescent coating on the bottom);
E6000 glue (it's used by many jewelry makers), and/or a low-melt glue gun
with the clearest sticks available; any beads that will go with the glass
pebbles.
Option: For the kind of candle that has wax in the glass container, I found a wonderful kind of wax that feels and pours like sand... just put in a wick, pour the wax around it right out of the bag, and that's it! I believe you can also mix glitter into the wax, to add an extra sparkle (the wax I found already had a very fine-textured clear iridescent glitter mixed in).
I haven't quite found a good surface to work on when using the E6000 glue, but I think wax paper may work (so the paper doesn't stick to the glue when it dries). The glue gun method is quicker, but may not last as well or have the bonding strength that the other glue has, but if you're the impatient type, it's fine.
The way I built up the bottom was by randomly sticking pebbles to the sides, not necessarily touching each other, so it looks more believable. After that, I just stuck them randomly around, interspersing with varying sizes of gold beads in some of the holes.
Note: I discovered that not all glass pebbles have the coating on the bottom very tricky, those manufactureres!), so you have to look for them. BUT, it's actually good to mix them up, because otherwise you end up with a heavy metallic look instead of a delicate, bubbly look.
Note from Celeste: I couldn't find the flower arranging stones, or either types of glue, so I used a variety of marbles mixed with pebbles, and a strong, clear drying glue found in any good art store. I think they look just as nice as the ones here.
